These are USCG and ABYC standards (Amer. Boat and Yachting Council) The White jacket (made of top grade polymer PVC) is required for marine grade and the tinning is to help reduce oxidation in salt air environment. ALL connectors need to be totally waterproof protected (not just "moisture Proof" for any outdoor application (ham or marine, etc) so as to avoid oxidation on the shield or center conductor.
